LACSOP’s involvement in Social Protection in Lagos State deepened in 2020 after the Lagos State Government faced a near humanitarian crisis during the COVID 19 lockdown. The COVID lockdown was a test of the State’s capacity to shore up social and economic risk and vulnerability. However, in the face of this uncertainty, Lagos State, especially its most vulnerable, experienced hunger, heightened criminal activities, riots during that period. The State government’s effort to share palliatives to cushion the impact of the lockdown, witnessed a massive breakdown as the most vulnerable showed up to be the least served. This state of events during the lockdown was a signal of the fragility of the 40% poverty State (NBS, 2020) and a strong call for an inclusive and implementable social protection policy.
It was not surprising to find that the State government quickly adopted the Lagos State Social Protection Policy (LASSPP). LACSOP had anticipated this crisis and this is the reason why for a decade, LACSOP remained a member of the Lagos State SPP Technical Working Group that consistently pushed for the development the LASSP. We are proud that our recommendations form some significant parts of the new Policy.

DAY 1 (4th Oct 2022)
Lagos Civil Society Partnership (LACSOP) in collaboration with LEAP Africa, Socio Economic Rights and Accountability Project (SERAP), Centre for Citizens with Disabilities (CCD), and Women Liberation and Transformation Group (W-LIT), commenced a 4 day capacity building for civil society organizations on building an inclusive- led citizen – led engagement and accountability system for social protection in Lagos State.
The EU-ACTS funded, Citizens-Led Accountability Mechanism (CLAIM) on Social Protection was developed to provide deeper information on leading a Social Protection Campaign initiative and increase demand for government accountability on inclusive policy design and implementation through robust media and citizens engagements.
Reverend Bola Nuga, the program manager in his welcome remark, told participants that the capacity building is intended to empower CSOs in Lagos State to integrate advocacy for inclusive social protection, provision and access to public services and accountability while fostering collaborations among CSOs working on women, youths and PWDs’ inclusion.
He added that the capacity building is a part of the set-of activities to be implemented by the 5 organizations, supported by EU-ACTS and continues even beyond the physical workshop. “There will be follow-up virtual trainings, field-work to various local government areas in Lagos where LACSOP has presence.
DAY 2 (5th Oct 2022)
The General Manager of the Lagos State Office for Disability Affairs (LASODA), Mr. Dare Dairo while giving his remark at the workshop, commended LACSOP for building the capacity of members of the disability community on how to engage state actors on promoting their rights.
Dairo who shared that the Lagos State Government has shown its commitments to improve the wellbeing of PWDs in the state with the passage of the disability law over 10 years ago, noted that the state would continue to advance the rights of PWDs.
In his remark, the representative of the Lagos State Ministry of Economic Planning and Budget, also noted that the state government is developing initiatives targeted at the vulnerable, from time to time, with the aim of addressing poverty in the state.
The Day 2 session also continued with a presentation on ‘Transformation Leadership’ by Ahmed Umar of LEAP AFRICA, who spoke extensively transformative leadership, as the act of engaging other in an ethical manner to generate positive and lasting change. He also gave some bullet points on Inspiring and Motibating;
● Stirring up passion and awaken a desire to pursue a certain goal.
● Driving people to tap into a vision by stimulating passion, aspirations and purpose.
● Channeling people towards a cause
● This is to set high standards for themselves and others
● Connects individual aspirations to bigger goals
DAY 3 (6th Oct 2022)
The United Nations International Children’s Emergency Fund (UNICEF) and the Lagos State Office for Disability Affairs (LASODA) have commended the Lagos State Civil Society Participation for Development (LACSOP) on its Citizens-Led Accountability Mechanism (CLAIM) project which sets out to ensure the full implementation of the Lagos State Social Protection Policy.
The commendations were given at the capacity building workshop for Civil Society Organizations in Lagos on how to engage the government towards enhancing a citizens-led and inclusive social protection delivery in the state.
While speaking at the workshop, Mohammed Okorie, the Mohammed Okorie, Social Policy Manager at UNICEF noted that UNICEF has been supporting SP for over a decade and has been working in partnership with CSOs to drive the process.
Okorie who noted that the progress on SP in the state is highly commendable despite the numerous challenges that were experienced at inception stressed that “when we started, we struggled to convince the government that it is important, we struggled to convince the people that it SP is different from mere political promises. But I am so happy about where we are right now.”
He thereafter commended LACSOP for organizing the workshop, noting that “the critical aspect of SP is monitoring the implementation and LACSOP is training CSOs to build strong leadership that would ensure the SP programmes gets to the last mile.”
He also applauded the commitment of the Lagos State Government for creating a department with the Ministry of Economic, Planning, and Budget, to oversee the implementation of the SP policy.
