LASCOP DRIVES THE ENTRENCMENT OF A SERVICE CHARTER IN GOVERNANCE IN LAGOS STATE
At LACSOP, we believe that the Service Charter is an opportunity to entrench and deliver on social and economic rights in Lagos State. To be clear, this is different from a Social Charter. Many African governments, have been known to apply caution to the adoption of a Social Charter. The reasons are not far-fetched when ESC rights are not set up as justiceable in the constitution. The same is the case in Nigeria.
However, LACSOP perceives that the availability of a Social Charter in governance will help promote and trigger the varying measures of recognition of social and economic norms. Essentially, the central purpose of a Social Charter is to ensure the essential components of economic and social citizenship (such as rights to education, health care, an adequate standard of living, housing, and employment) are delivered.
We saw the opportunity to merge both Social Charter and Service Charter in 2013 when we worked with the Lagos State Government to adopt a Service Charter rather than a Social Charter. In Lagos State, the concept of a Service Charter was adopted instead to define the service experience the citizens will have with specific MDAs and the responsibilities of both the agency and the citizen. With the citizen in mind, the Service Charter was designed to meet customer expectations, while embracing clear performance targets and citizen satisfaction metrics.
In 2013, LACSOP successfully pulled its full weight behind the Service Charter for 14 Ministries, Departments and Agencies (MDAs) and has been three times nominated for the strength of our support.
• 2013 – 2015: LACSOP conducted Baseline Survey, Impact Assessment and Media campaign on the Lagos State Service Charter for the Office of Transformation and the 14 pilot MDAs including Ministries of Health, Education & House of Assembly (SAVI-DfID)
• 2015: Award given by the Lagos State Office of Transformation to LACSOP in appreciation of their role in ensuring excellent service delivery in Lagos State Public service
• 2015: LACSOP institutionalized participation on the Governing Board of the Lagos State Health Management Agency specifically included in the Lagos State Health Management Agency Law 2015
• 2023: LACSOP as the civil society representative in the Lagos State Social Protection Implementation Technical Working Group Inaugurated by the Lagos State Ministry of Economic Planning & Budget
