1.  Introduction

The Lagos State Civil Society Participation (LACSOP) for Development, [legally incorporated with the Corporate Affairs Commission as the Lagos Civil Society Participation for Development] is a forum of the major civil society networks and coalitions working for the advancement of the people of Lagos State.  

Since its establishment in 2007, LACSOP has been promoting ownership of the governance process through collaborative interventions with the executive, legislature and the media and by conducting independent assessments of government’s performance. LACSOP adopts a partnership model that empowers a wide range civil society networks and coalitions and positions these to effectively engage with government Ministries, Departments and Agencies (MDAs) on evidenced based development priorities and reforms in Lagos State.  

LACSOP has recently received a grant for a 16-months project to support the State to strengthen citizenled accountability and inclusion mechanisms for improved water, sanitation, and hygiene (WASH) service delivery in Lagos State. The goal is to increase access to safe water and sanitation services in Lagos State through improved service delivery, fostering collaboration, and promoting citizen engagement. 
 

2.  Overview of the Project

One of the key objectives of this project is to strengthen community management of water facilities, enhance customer responsiveness, establish sustained feedback mechanisms, and develop strategies for effective involvement of women, youth, and persons with disabilities to manage water resources for climate change resilience. The inefficiency in the sector has led to demand apathy for public water supply since citizens have available, but costly, alternatives in informal suppliers and borehole provisions.

The project therefore seeks to:

• Improve community satisfaction with water services.
• Enhance the responsiveness of water authorities to community complaints.
• Empower communities with knowledge about water issues and complaint and feedback mechanisms.
• Incorporate GESI principles into all aspects of the project.
• Assess and improve the willingness of communities to pay for water services.

To achieve the project’s objectives, we are seeking Expressions of Interest (EOI) from qualified technical experts and firms with demonstrated experience in the listed specialties:

1. Technical expert to conduct assessment: budget analysis on the Lagos water subsector programs in Lagos State
2. Technical expert to undertake bi annual Consumer Satisfaction Surveys across 10 LGAs in Lagos State
3. Technical expert to conduct extensive Water Sector policy analysis and effectiveness reviews
4. Technical expert to undertake baseline study to assess current consumer behaviour and current community feedback mechanism
5. Technical expert to undertake baseline assessment of current LWC service charter status
   

3.  Scope of Work

The selected experts or firms will be expected to:

• Engage with community leaders, groups, and influential persons to promote project objectives.
• Conduct workshops and focus groups to gather community feedback.
• Monitor and report on key performance indicators, including community satisfaction, complaint resolution, GESI incorporation, and knowledge empowerment.
• Develop and distribute educational materials to enhance community awareness.
• Provide ongoing updates and feedback to the project management team.

4.  Required Qualifications

Interested experts or firms should demonstrate the following:

• Proven experience in community engagement, particularly in the water sector.
• Expertise in applying GESI principles in community-focused projects.
• Strong communication and facilitation skills.
• Ability to work effectively with diverse community groups and stakeholders.
• Previous experience in monitoring and reporting on community-focused project outcomes.
  

5.  Submission Requirements

• A cover letter expressing interest in the assignment.
• A brief description of the firm/expert’s experience and qualifications relevant to the scope of work.
• Examples of previous work or projects completed in the water sector or community engagement.
• A proposed approach and methodology for the assignment.
• CVs of key personnel who will be involved in the project if applicable.

7.  Selection Process

All submissions will be evaluated based on the relevance of experience, qualifications, and the proposed approach (if provided). Shortlisted candidates may be invited to submit a full proposal or participate in further discussions.
